Role and Responsibilities:
With 16 years of law enforcement service, Lt. Joe Francis is responsible for supervising 2 Patrol Sergeants and 6 Patrol Deputies. He is also responsible for maintaining records with the Governor’s Highway Safety Program. Lt. Francis monitors the daily Patrol activities, reviews deputies’ police reports, and approves evidence submissions. Additionally, Lt. Francis is responsible for acquiring, maintaining, and issuing all law enforcement-related gear and equipment.

Basic Law Enforcement Training (BLET) – Wilkes Community College
Basic & Advanced SWAT Certification – NC Justice Academy
K-9 Handler Certification – North American Police Work Dog Association (NAPWDA)
Intoximeter Certified Chemical Analyst – NC Dept. of Health & Human Services
